Dramatic eyewitness footage captured the moment a Russian drone struck near an apartment building in Sumy, Ukraine on Tuesday (October 21).

Local authorities said nine people were hurt in the attack.

Reuters was able to independently verify the location of the video by road layout, business signages and buildings which matched file images. Reuters was able to verify the date of the footage from the original file metadata.

Russia also targeted the neighbouring Chernihiv region, which killed four people and left hundreds of thousands without power and many without water in Ukraine's Chernihiv region on Tuesday.

Reuters spoke to Research Fellow for Missile Technologies and UAVs at The International Institute for Strategic Studies, Fabian Hinz, who studied the eyewitness video. He told us there is a good chance it is a BM-35 loitering munition or a related system.

He also said there is a very high chance it is Russian-operated.
