U.S. President Donald Trump on Tuesday (December 2) said U.S. officials are in Russia "right now" trying to settle what he called a war that "never would have happened" if he had been president, describing the Ukraine conflict as "a mess" and stressing that Washington is no longer funding it but previously gave away $350 billion "like it was candy." 8. (SOUNDBITE) (English) U.S. PRESIDENT, DONALD TRUMP, SAYING:
"And as you know, we have a problem with a war that our people are trying to settle now with Russia and Ukraine. We are not involved in the war monetarily anymore. Biden gave away $350 billion like it was candy. That's a massive amount of money. And much of it in cash, a lot of it in equipment. I don't give away anything. We sell the equipment to NATO. The European nations pay us for the equipment 100% price, and then they bring it to Ukraine or whatever they do with it. But we're trying to get that settled. I've settled eight wars. This would be the ninth and our people are over in Russia right now to see if we can get it settled. Not an easy situation. Let me tell you what a mess. It's a war that never, never would have happened if I were president."
President Vladimir Putin said on Tuesday (December 2) that Russia did not want a war with European powers, but was ready to fight if Europe did want a direct conflict with Moscow. (6735-UKRAINE-CRISIS/PUTIN-EUROPE)

11. (SOUNDBITE) (Russian) RUSSIAN PRESIDENT, VLADIMIR PUTIN, SAYING:
"We are not planning to fight Europe, I have said this a hundred times. But if Europe suddenly decides to wage war against us and starts it, we are ready right now. There can be no doubt about that. The question is: if Europe starts a war with us, I believe that very quickly...this is not Ukraine. With Ukraine, we act in a surgical, careful way, you understand, right? It is not war in the full, modern sense of the word. If Europe chooses to start a war, the situation can very quickly reach a point where there will be no one left for us to negotiate with."
NATO Chief Mark Rutte repeated on Tuesday (December 2) that the consensus needed for Ukraine to join the alliance is not there at the moment. (6685-UKRAINE-CRISIS/NATO-RUTTE)

12. NATO SECRETARY GENERAL, MARK RUTTE, AND OFFICIAL ARRIVING FOR PRESS CONFERENCE
13. (SOUNDBITE) (English) NATO SECRETARY GENERAL, MARK RUTTE, SAYING:
"There is no unanimity within the alliance about Ukraine coming into the alliance. So that's one of the reasons, when it comes to a future peace deal, we are discussing how, if not NATO membership, how we can make sure that Ukraine is protected in a way by itself, but also with help from others, so that the Russians will not try again."
14. RUTTE LISTENING TO QUESTION
15. (SOUNDBITE) (English) NATO SECRETARY GENERAL, MARK RUTTE, SAYING:
"We are closely coordinating with the Americans and being helpful wherever we can as NATO to get that peace deal done. And of course, they are, as you know, closely in discussions with Ukrainians. There are discussions today with the Russians."
Ukrainian President Volodymyr Zelenskiy said on Tuesday (December 2) that he expects to hear from U.S. negotiators as soon as they finish their meetings in Moscow on a peace deal to end Russia's war in Ukraine. (6712-UKRAINE-CRISIS/IRELAND-PRESS CONFERENCE-UKRAINIAN)

Russia's Defence Ministry on Tuesday (December 2) published drone footage of Vovchansk, a town in Ukraine's Kharkiv region that Moscow says its forces recently captured. Reuters was able to confirm the location of the video as Vovchansk from the buildings, the fields, road layout and river which matched satellite imagery of the area. The date when the video was filmed could not be verified, however state news agency TASS reported on December 1 that Russia had captured the town of Vovchansk. (6757-UKRAINE-CRISIS/VOVCHANSK)

30. (SOUNDBITE) (Russian) RUSSIAN PRESIDENT, VLADIMIR PUTIN, SAYING: (ASKED WHETHER POKROVSK IN DONETSK REGION IS IN FULL RUSSIAN CONTROL AND WHY IT IS IMPORTANT)
"Indeed, both the Ukrainian side and the Russian armed forces gave and give special importance to this city because it is not just a big infrastructural site connected with (Donetsk) region by a whole network of communication means. But the main thing is, speaking in military terms, that this is a good bridgehead to fulfil all the tasks set at the beginning of the special military operation. This bridgehead, this location allows the Russian move comfortably in all directions, which the General Staff considers the most promising."
Drone footage showed damage on the attacked Russian tanker MIDVOLGA-2 after it reached the coast of Sinop, a northern city of Turkey on Tuesday (December 2). A Russian-flagged tanker loaded with sunflower oil reported a drone attack off the Turkish coast on Tuesday, but its 13 crew members were unharmed, Turkey's maritime authority and the Tribeca shipping agency said. President Vladimir Putin threatened on Tuesday (December 2) to sever Ukraine's access to the sea in response to drone attacks on tankers of Russia's "shadow fleet" in the Black Sea. He said Russia would intensify strikes on Ukrainian facilities and vessels, and would take measures against tankers of countries that help Ukraine. (6733-UKRAINE-CRISIS/PUTIN-TANKERS)

33. KREMLIN SPOKESMAN DMITRY PESKOV LISTENING TO PUTIN
34. (SOUNDBITE) (Russian) RUSSIAN PRESIDENT, VLADIMIR PUTIN, SAYING:
“What the Ukrainian Armed Forces are doing is piracy. What kind of retaliatory measures can we take? Firstly, we would extend the range of our strikes on vessels and boats entering Ukrainian ports. Secondly, if it (attacks on Russian tankers) continues we would consider the possibility – I am not saying we will do it – but we would consider the possibility of retaliatory measures against vessels of those countries that help Ukraine carry out such pirate actions. The most radical solution is to cut Ukraine off from the sea, then piracy will be impossible for Ukraine in principle.”
