BERLIN (ALEMANIA)

STORY: Germany will give at least 150 million euros ($174.93 million) towards another PURL package of U.S. weapons to be delivered to Ukraine, Defence Minister Boris Pistorius said on Friday (November 14) after a meeting with his counterparts from Britain, France, Italy and Poland.

"I was in contact with Mark Rutte, the NATO Secretary General yesterday and we agreed to participate in a further package. We are also making progress in this area,” Pistorius told reporters in Berlin.

Germany had previously funded one 500-million euro PURL package for Kyiv.

EU foreign policy chief Kaja Kallas, also present at the meeting, told reporters Ukraine was in need for more funding next year.

"There are several options, but using immobilised Russian assets is the most clear-cut way to sustain Ukraine's defence. It is also the way to show Russia that time is not on their side,” said Kallas.

1 GROUP OF FIVE DEFENCE MINISTERS FROM GERMANY, BRITAIN, FRANCE, ITALY AND POLAND ARRIVING FOR NEWS CONFERENCE

2. (SOUNDBITE) (German) GERMAN DEFENCE MINISTER, BORIS PISTORIUS, SAYING:

“As you know, Germany is also participating in the so-called PURL mechanism. This means that we are financing weapon systems that are only available in the United States from the Prioritised Ukraine Requirement List. These are systems that are only produced in the United States and which Ukraine urgently needs. Prominent examples are the Patriot systems and, above all, the missiles for them.”

"Yesterday, we agreed at short notice to participate in another package here in Germany. I was in contact with Mark Rutte, the NATO Secretary General yesterday and we agreed to participate in a further package worth at least €150 million. We are also making progress in this area.”

"Germany delivered two new Patriot systems, two additional Patriot systems, in October. It could have been even faster without the shutdown in the United States where we needed approval.”

8. (SOUNDBITE) (English) EU FOREIGN POLICY CHIEF, KAJA KALLAS, SAYING:

"Ukraine will need more funding next year. There are several options, but using immobilised Russian assets is the most clear-cut way to sustain Ukraine's defence. It is also the way to show Russia that time is not on their side. Supporting Ukraine is a bargain compared to the cost of Russia's victory.”

10. (SOUNDBITE) (English) EU FOREIGN POLICY CHIEF, KAJA KALLAS, SAYING:

"Wars are lost by whoever runs out of money or soldiers first. That is why we continue to apply pressure on Russia with sanctions. Work is going on on the 20th package of sanctions, and sanctions clearly work better when they are matched by our international partners. The latest US sanctions are already depriving Russia of revenues that it uses to fund its war.”

12. (SOUNDBITE) (French) FRENCH DEFENCE MINISTER, CATHERINE VAUTRIN, SAYING:

"Ukraine is on the front line of a war of aggression imposed on it by Russia. From the very beginning, it has been able to count on European solidarity that is both constant and concrete and President (Emmanuel) Macron will receive Mr. Zelenskiy in Paris on Monday, November 17. Our goal is to compel Russia to return to the peace talks."

13. BRITISH DEFENCE MINISTER JOHN HEALEY SEEN IN CAMERA DISPLAY

14. (SOUNDBITE) (English) BRITISH DEFENCE MINISTER, JOHN HEALEY, SAYING:

"The threats against our nations and against Europe have only increased. With reckless drone incursions into Poland, Russian jets flying over Estonia, and NATO nations consulting through Article 4, not once but twice. Russian aggression is growing. The war in Ukraine continues to rage and the U.S. has rightly challenged European nations to do more and to spend more on defence.”
