V056-GAZA LLEGADA AYUDA HUMANITARIA
Aid trucks were seen moving through Khan Younis on October 11. According to witnesses, the trucks did not enter the enclave that day but had already reached Gaza’s Rafah previously.
According to the ceasefire agreement, humanitarian aid would be ramped up into Gaza, and permitted to travel freely between north and south Gaza on the two main roads

Crowds of Palestinians surrounded aid trucks in Khan Younis on October 11, as humanitarian supplies moved through the southern city under a newly implemented ceasefire agreement.
The distribution drew chaotic scenes as desperate residents jostled to collect supplies, with some expressing frustration over the unorganized delivery method.
Many residents called for a more structured distribution system, with some requesting whether international agencies like UNRWA can handle the handover to ensure supplies reach those most in need rather than the current chaotic manner.

But they still have to find a better solution than the one before - they have to find a better solution than this. I mean, we want to live, and for everyone to get (aid). There are people who don't get anything. It's true that I manage to get some, but there are people who don't. I can, thank God, but there are people who can't. I mean, there are people who are not taking (aid), they are standing still. They have to find a solution for us. The trucks have to be secured."

Gazans collected clean water at a facility on October 12 after UNICEF rebuilt a desalination plant in Gaza City in efforts to restore clean water supply for residents.
The UNICEF-supported Palestinian Water Authority desalination plant had been moved south to protect it from heavy bombardment during the war. It resumed operations after reassembly which took place before the October 13 exchange of detainees as part of a ceasefire agreement.

Israel will only allow half the agreed number of aid trucks into Gaza starting October 15, according to a note seen by Reuters and confirmed by the United Nations, in a setback to hopes food and supplies would be quickly ramped up to ease famine in the enclave.
COGAT, the Israeli military arm that oversees aid flows into Gaza, also notified the U.N. that no fuel or gas would be allowed into the enclave except for specific needs related to humanitarian infrastructure. COGAT did not immediately respond to a request for comment.
COGAT blamed Hamas for a slow release of hostage bodies for the decision to limit aid trucks to 300 daily. The Islamist militant group has said locating the bodies is difficult.

"We certainly very much hope that the bodies of the hostages are handed over and that the ceasefire continues to be implemented. In terms of the crossings, we can confirm that today they were closed, but we continue to pick up because it's not every day that when things come in, everything is collected immediately. So we continue to collect what is there and we will continue to do so and then bring in more."
Fuel and aid trucks carrying tents and cooking utensils bound for Gaza were seen moving from Egypt’s Rafah on October 16.
Aid trucks rolled into Gaza on October 15 and Israel resumed preparations to open the main Rafah crossing as Hamas handed over more bodies of dead hostages, following a dispute that had threatened the fragile ceasefire in the Palestinian enclave.
Israel had warned it could keep Rafah shut and reduce aid supplies because it said Hamas was returning bodies too slowly, showing the risks to a truce that had stopped two years of devastating warfare in Gaza and seen all living hostages held by Hamas freed.

Aid into Gaza restarted on October 20 following U.S. pressure, an Israeli security source said, shortly after Israel announced a halt in supplies in response to what it said was a "blatant" violation by Hamas of the truce.

The World Health Organization said on October 23 the aid to Gaza is increasing, but is still only a "fraction of what's needed" as the health agency attempts to rebuild the region's healthcare system.

“There is an increase in amount after the ceasefire, but what is entering Gaza is significantly below the required target, significantly below the required target. And that also can explain the second, can be an answer to the second question. Is there a dent in hunger level? So if the aid that's entering Gaza is significantly low, it cannot dent the hunger level. And the situation still remains catastrophic, because what's entering is not enough.”
