The U.S. envoy for Venezuela posted a welcome message on Instagram on Tuesday (February 3), saying it was opening "a new chapter" in bilateral relations.
The U.S. Charge d'Affaires, Laura Dogu, said that, to help achieve a "stable, prosperous, and democratic" Venezuela, the United States would work through a three-phase plan, as Secretary of State Marco Rubio said—stabilization, recovery, and transition.
Dogu met with Interim President Delcy Rodriguez on Monday (February 2) at the Miraflores presidential palace to discuss the "common agenda" between the two countries, especially on energy, trade, political and economic issues, the Venezuelan foreign minister, Yvan Gil, said.
After months of heightened tensions, the U.S. captured Venezuela's President Nicolas Maduro about a month ago, setting off a chain of changes in the country, including the swearing-in of Rodriguez, the passage of a reform to its flagship oil law, and the release of some political prisoners.

“Hello, Venezuela. My name is Laura Dogu. I feel very honoured to serve as the United States Charge d'Affaires for Venezuela. I was ambassador to Honduras and also ambassador to Nicaragua, and now President (Donald) Trump and (State) Secretary (Marco) Rubio have entrusted me with leading our mission here in Caracas. This is a historic moment for both countries. As Secretary Rubio said, we want a Venezuela that is friendly, stable, prosperous, and democratic. To achieve that, my team and I are going to work hand in hand with Venezuelans—representatives from a variety of sectors and perspectives. We are going to carry out a three-phase plan. First, the stabilization of the country and the restoration of security. Second, the recovery of the economy for the benefit of all Venezuelans.
And third, the transition toward a Venezuela that is friendly, stable, prosperous, and democratic. President Trump has made decisions, and now we are implementing them. He announced the reopening of airspace and the general license issued a few days ago. These are key steps to strengthen the economic recovery. We will ensure that our progress is sustainable and, fundamentally, that it delivers tangible benefits for both the American people and the Venezuelan people.
