Surveillance footage obtained from two local businesses showed individuals who are believed to be U.S. Immigration and Customs Enforcement officers surrounding a car and pulling the driver onto the street, in events connected to the fatal shooting of a man in a coastal town of Maine on Monday (July 13).

The footage showed a white car driving in circles at a street intersection in Biddeford, Maine, with two men on foot attempting to stop the vehicle, before a white SUV rammed the car. The individuals then surrounded the vehicle, with one pointing an object at the driver, before removing the motionless person from the car onto the street.

Reuters was able to verify the location of the video from building facade, stairway, surrounding vegetation, and road markings which matched with archive and satellite images of the area. The date and time were confirmed from timestamp on the surveillance camera footage. The U.S. Department of Homeland Security stated on July 13 that at around 7 a.m. EDT (1100 GMT), an ICE officer discharged his weapon after ICE law enforcement attempted to stop a vehicle during a surveillance of “the last known address of an illegal alien” and that the Biddeford Police Department and FBI attended to the site.

Monday's ICE-involved killing in Maine, and the one last Tuesday in Texas, brought to at least seven the number of people shot dead during immigration enforcement operations since January 2025, when President Donald Trump returned to office and launched a campaign of mass deportations.
