2. (SOUNDBITE) (Spanish) OBSERVER FROM WORLDWIDE ELECTIONS, SEBASTIAN ALMARINI, SAYING:
"Yes, it was delayed by 2 hours. Actually, voting hours were extended by 2 hours due to the heavy rains, delays and problems that occurred in some states as a result of the suspension of public transportation. I think it is a correct decision and one that has no bias, given that the districts where the suspension and extension were carried out do not, at least at first, benefit any of the contenders."

Brazilian Senator Flavio Bolsonaro said on Sunday that he would not concede defeat to President Luiz Inacio Lula da Silva, who secured a fourth non-consecutive term.
He said he would seek to have the run-off election annulled and called "unacceptable" a ruling by Supreme Court Justice Cristiano Zanin that extended voting by two hours.

14. (SOUNDBITE) (Portuguese) PRESIDENTIAL CANDIDATE FLAVIO BOLSONARO, SAYING:
"What happened today was not normal — it was downright unacceptable. A Supreme Court justice, for the first time in history. A former lawyer for Lula, with a simple stroke of the pen at the request of a former partner, changed the rules of the game in the middle of the match. At 5:01 p.m. (2001 GMT), Justice Zanin (Justice of the Supreme Federal Court of Brazil, Cristiano Zanin)—who is not a member of the Electoral Court and has trampled on the specialized judicial system—decided to postpone the elections by two hours. This has never happened before in Brazil’s history. It has completely undermined equality among Brazilians from different cities and states."

16. (SOUNDBITE) (Portuguese) PRESIDENTIAL CANDIDATE FLAVIO BOLSONARO, SAYING:
"It’s inexplicable that what happened actually happened—even according to a certain minister's words, as reported by the press itself. The elections should have been annulled, given the circumstances under which they took place."

"It is impossible to understand the election results in context—given when these events took place. We will take legal action. I will request that these elections be annulled."
