STORY: Any plan to end the war in Ukraine will need the support of Ukrainians and Europeans to work, European Union's foreign policy chief Kaja Kallas said on Thursday (November 20).

"What we as Europeans have always supported is the long-lasting and just peace, and we welcome any efforts to achieve that. Of course, for any plan to work, it needs Ukrainians and Europeans on board," Kallas told reporters as she arrived for a meeting of EU foreign ministers in Brussels.

Upon his arrival, French Foreign Minister Jean-Noël Barrot said that it is Russian President Vladimir Putin who stands in the way of peace in Ukraine.

He also said the Ukrainian people do not want any capitulation. "The Ukrainians... do not want any form of capitulation," he told reporters.

Two people familiar with the matter told Reuters on Wednesday (November 19) that a draft U.S. drafted framework to end the war in Ukraine proposes Kyiv giving up territory and some weapons. One source said Ukraine had no role in preparing the draft.

We have said that, the U.S. has said that, (U.S.) President (Donald) Trump has said that and Ukrainians are ready for this. The only obstacle to such ordered discussions so far is (Russian President) Vladimir Putin."

"We want peace. Ukrainians want peace. We want a just peace that respects everyone's sovereignty and a lasting peace that cannot be threatened by future aggression. However, peace cannot mean capitulation. We do not want Ukraine to surrender. As you can imagine, the Ukrainians, who have heroically resisted Russia's uninhibited aggression for more than three years, will never accept any form of capitulation."

"No, we have not been involved. I don't know what the involvement of Ukraine has been in this plan. But obviously, for us, it is important that whatever peace plan is on the table, that Ukraine is behind it. This is up to Ukraine. It's about Ukrainian territory. It's about Ukrainian sovereignty. So without a buy-in from Ukraine, you won't get the support of the Europeans."
