Russian air attacks wounded 17 people and damaged a 21-storey residential building in Ukraine's Black Sea port city of Odesa early on Thursday (September 3), Serhiy Lysak, the head of the city's military administration, said on the Telegram messaging app.

Of those injured, three are children, Lysak said in the post, with emergency services and police footage showing people receiving first aid near a high-rise building with windows blown out.

Reuters was able to confirm the location of the building shown in the videos by its window panels, its wall and the road layout which matched archive imagery. The date the videos were shot could not be verified.

Moscow said on Thursday its forces hit two Ukrainian cargo vessels in the Black Sea near Odesa, Russian news agencies reported, citing the Russian Defence Ministry. They also struck port facilities and a warehouse, the ministry said.
